Giant Achievements Made in Transport Sector at Railways during the Era of His Excellency President Abdel-Fattah El-Sisi, Republic President, from June 2014 to June 2021

First: Rolling Stock Development Projects

1. Locomotives:

  • A contract was concluded with American General Electric Company to supply 110 new (GE) locomotives and rehabilitate 81 locomotives, in addition to technical support for a period of (15) years including the supply of spare parts at a cost of $602 million (The supply of 110 new locomotives and the rehabilitation of 25 locomotives was completed).
  • A contract was concluded with American Progress Rail Company to supply 50 new locomotives, modernize 50 Henschel locomotives and carry out an overhaul for 41 locomotives, in addition to a 15-year maintenance contract for 141 locomotives at a cost of $466.1 million (30 engines were shipped to the company factories in the United Kingdom and 16 of them arrived in Egypt. Moreover, 134 locomotives motors were shipped to the company factories, and 102 motors of them arrived in Egypt after the completion of their overhaul).
  • 100 locomotives are to be supplied through a finance by European Bank for Reconstruction and Development (EBRD) at a cost of 290 million euros (The stage of qualifying the companies applying for implementing the project has been completed, the technical and financial opening of the bids submitted has been carried out, and the awarding of the winning company is being carried out).

2. Supplying Passenger Coaches

  • A contract was concluded with Russian Transmashholding Company to supply (1300) passenger coaches of different models at a cost of 1.016 billion euros (300 A/C first and second class coaches, 500 A/C third-class coaches, 500 third-class coaches with dynamic ventilation). (The supply of 385 new coaches has been completed till now).
  • A contract was concluded with Spanish TALGO Company to supply (6) full trainsets with air-conditioned coaches and a diesel locomotive, including a maintenance contract for 7 years, at a cost of 157 million euros.

3. Passenger Coaches Development

  • The development of (90) Spanish air-conditioned coaches at Abu-Radi Workshops in ENR has been completed by ENR’s staff.
  • The development and rehabilitation of (228) ordinary coaches at ENR’s various workshops have also been completed by ENR’s staff.

4. Sleeping Coaches

  • Coordination is underway with SEMAF Factory to manufacture and supply (200) sleeping coaches of the latest international specifications, with a local manufacturing rate of 40% at least.

5. Wagons Supply

  • A contract was concluded with SEMAF Factory to manufacture and supply (140) flat container wagons; 131 wagons of them have been already supplied.
  • 75 wagons were concluded for in order to transport cereals.
  • Finally, a contract was concluded with SEMAF Factory to supply 1000 wagons of different types (300 open dump trucks, a new type entering service for the first time at ENR - 375 flat container wagons - 150 tank wagons - 125 box wagons - 50 brake vans).

Second: Infrastructure Projects

1. Track Renewal:

  • The implementation of track renewal with a length of (500) km + (591) turnouts has been completed.
  • The implementation works of track renewal with a length of (124) km + (847) turnouts are progressing.
  • A track diagnostic ultrasonic machine has been supplied, including a 5-year maintenance contract by Austrian Plasser & Theurer Company. The workers are being trained on it by foreign experts. This machine inspects the condition of tracks, rails and turnouts automatically through running on the track at the normal speed, as well as submitting a full report of the track technical condition.
  • An agreement for supplying (4) new machines by Austrian Plasser Company for track maintenance and renewal, according to the latest technology in this field, has been concluded.
  • Another agreement is being finalized with the European Bank for Reconstruction and Development for supplying (12) new machines and rehabilitating (30) old machines (track installation machines – ballast cleaning machines - ballast profiling machines – track tamping machines).
  •  (3) companies from the Egyptian private sector have been hired and entered this field for the first time, in addition to ENR’s two companies (EGYFRI - ERTRACK), bringing the number of companies working in the field of railway renewals to (5) companies. Other companies from the private sector will enter into service as of 1/7/2021 to start implementing the new plan.

2. Stations Development

  • Improvements, rehabilitation and development works for (177) stations have been completed. Improvements works implementation for the remaining (3) stations is progressing.
  • Work related to implementing the urgent plan concerning raising the efficiency and rehabilitating (80) stations, having problems especially in platforms for securing passenger’s safety, is progressing.
  • Bashteel Upper Egypt trains railways station construction works is progressing.

3. Level Crossings Development

  • The development of civil works for (751) level crossings has been completed. Moreover, the development of control systems for (505) level crossings has been completed.
  • Civil works development for (351) level crossings besides control systems development for (615) level crossings are progressing.

4. Fences

  • Work is progressing for constructing fences with a total length of (185) km project, as well as implementing the urgent plan to restore efficiency of the existing fences and closing the holes for a total length of (275) km.

Third: Trains Running Control Projects

- Signaling Systems Development Projects

  • Work is progressing for the project of modernizing signaling systems on Cairo/Alexandria line by Spanish Thales Company along with ALCAN, CONSERV and National Grid TEC companies. The implementation rate has reached 78%.
  • Work is progressing for the project of modernizing signaling systems on the Banha / Zagazig / Ismailia / Port Said line, as well as the connection from Zagazig / Abu Kabir, by German Siemens Company along with Hassan Allam Sons and National Grid Tech. The implementation rate has reached 66%.
  • Signaling Systems Development at Cairo / High Dam line
  1. Work is progressing for the project of modernizing signaling systems on Beni Suef / Asyut line by Italian Alstom Company along with Hassan Allam Sons Company. The implementation rate has reached 75%.
  2. Work is also progressing for the project of modernizing signaling systems on Asyut / Sohag / Nagaa Hammadi line by Spanish Thales Company along with Samcrete and National Grid Tech. companies. The implementation rate has reached 56%.

Fourth: Workshop development projects

  • First phase works of main workshops development, as well as the development of 20 sub-workshops, have been completed.
  • Work is progressing for implementing the second phase of main workshops development.
  • The Ministry's plan includes converting the workshops into companies, whether owned by the state or in cooperation with the private sector. For example, a study is currently underway to convert Kom Abu-Radi Workshops into a company.
  • The terms of the new contracts include an agreement with the supplying companies on a comprehensive maintenance contract besides providing the required spare parts for a period of at least 15 years.
